Title:Al-Sharkia Governor attends a workshop to introduce Law No. 182 of 2018 regarding government contracts at Misr Public Library in Zagazig.

Eng. Hazem Al-Ashmouni, Governor of Al-Sharkia, stressed the necessity of organizing training courses to enhance the capabilities and raise the efficiency of employees in the administrative apparatus and train them to use the latest scientific methods in modern management to control the work system, in line with the state’s plan and in support of efforts to achieve comprehensive development and reduce the time of obtaining government services and achieving citizen satisfaction which comes at the heart of the administrative reform process.

This came during his participation in the training course organized by the governorate for managers and workers in centers, cities, neighborhoods, the governorate’s general Diwan, and the service directorates in the contracts and procurement departments to introduce Law 182 regarding government contracts, in the presence of Dr. Ahmed Abdel Moati and Eng. Lubni Abdel Aziz, the two deputy governors, Counselor Zakaria Al-Shafi’i, the governorate’s legal advisor, and Counselor Muhammad Youssef Khater the State Commissioner in the Governorate, Counselor Nabih Al-Khudairi, the Judicial Advisor to the Governor, Counselor Susie Ismail, and Counselor Hager Soliman in the Office of the Judicial Counselor in the Governorate, at Misr Public Library in the city of Zagazig.

Governor of Al-Sharkia explained that we all work in accordance with the rules and laws regulating work, pointing out that qualifying and training workers in the Contracts and Procurement Department at the governorate level is a serious step to be fully aware of the law, its texts, and how to apply it.

The Governor stressed on the managers and employees of the contracting departments to quickly complete the tender and award work according to realistic estimated measurements before the middle of next August, pointing out that after the completion of the workshop, the discussion will be opened to identify and respond to the inquiries and questions of the attendees within the framework of the regulating laws and to prepare a periodic book that includes all Inquiries and necessary responses.

For his part, Counselor Zakaria Al-Shafi’i, the governorate’s legal advisor, explained that Law 182 on government contracts, which is considered a qualitative leap in the performance of the contracting system to contribute to achieving the goals of economic reform and maximizing oversight of government performance through the automation of government procedures, It also works to reduce the phenomenon of the informal economy.

While Counselor Muhammad Youssef Khater, the State Commissioner, referred to the provisions of the new law regulating contracts concluded by public entities No. 182 of 2018, which stipulates that workers in the field of contracting are obligated to pass periodic training programs as a condition for their continued work in this field to improve their performance, raise their efficiency, and develop their skills, with the aim of raising awareness, best practices and developing effective mechanisms to implement its provisions.

Counselor Nabih Al-Khudairi, the judicial advisor to the governor, explained that the law regulating contracts concluded by public bodies aims to tighten oversight, control and rationalize public spending, combat corruption, contribute to adding more transparency in dealings and prevent corrupt practices, in addition to the bodies’ commitment to preferring the local product in government contracts and encouraging national industry.
