Title:Al Sharkia Governor witnesses Planning and Economic Development Ministry celebration for honoring the winning governorates

Prof. Dr. Mamdouh Ghorab, Governor of Al-Sharkia, received Al-Sharkia Governorate’s winning award among the six most distinguished governorates in the “Incentives for Performance Excellence in Public Investment Management at the Local Level” initiative, which was launched by the Ministry of Planning during the past year 2023, after 13 governorates won the competition at the level of the governorates of the Republic.

This came during his participation in the celebration of the Ministry of Planning and Economic Development to announce the final results of the “Incentives for Performance Excellence in Public Investment Management at the Local Level” initiative, in its second year, which targets the offices of all 27 governorates, by granting an additional amount of government investments funded by the public treasury in Limits of 10% of the approved amount for each governorate during the year 2023/2024.

In the presence of Dr. Hala Al-Saeed, Minister of Planning and Economic Development, Major General Hisham Amna, Minister of Local Development, Dr. Jamil Helmy, Assistant Minister of Planning and Economic Development, Dr. Hisham Al-Helbawy, Assistant Minister of Local Development for National Projects, and the governors.

Governor of Al-Sharqiya explained that the Performance Excellence Incentives Initiative is one of the most important initiatives of the Ministry of Planning for the investment plan for the fiscal year (2023/2024), which aims to encourage offices in all governorates to adopt the best international practices in the field of planning, follow-up, performance evaluation, public spending management, and the development of work systems in the administration. Locally, which contributes to the localization of sustainable development goals at the governorate level, in line with Egypt’s Vision 2030.

The governor indicated that the results of the evaluation were conducted with the utmost transparency and integrity and were supervised by experts from the National Planning Institute... adding that there are goals that the governorate aimed to achieve through its participation in the initiative, including implementing public investments with a focus on efficiency and accountability and improving the decision-making process, which depends on identifying Investment priorities and increased focus on measuring and monitoring performance in the governorates.

Governor of Al-Sharkia added that performance excellence incentives, which consist of granting an additional amount of government investments funded from the public treasury within the limits of 10% of the approved amount for each governorate during the year (2023/2024), are intended to be directed to projects that fall within the scope of local development programs, in continuation of the state’s efforts. Efforts to include the environmental dimension in development plans and stimulate the transition to a green economy, as well as projects that serve the initiative to develop urban communities within a decent life and projects that are quick to implement and enter service and from which citizens benefit immediately.

The governor thanked Dr. Nahed Mustafa, the national expert for strategic planning and human resources development, and the work team involved in implementing the initiative, stressing that the governorate possesses distinguished human cadres who contributed to the success of the economic development file and conducting an economic survey to benefit from the grants provided to implement service and development projects to benefit the people of the governorate. The governorate also issues in implementing the initiative of the Ministry of Planning and Economic Development “Incentives for Excellence in Performance in Public Investment Management at the Local Level,” which aims to grant a performance incentive to each governorate in the form of additional funding for the investment budget allocated to it in the fiscal year plan (2023/2024) in order to improve The level of services provided to citizens.
